The implementation of the action plan in favour of SMEs which was adopted on 2 February 2001 provides that the Government will promote the current public instruments for financial support and develop new means to stimulate the creation of enterprises and the economic expansion of existing businesses. It will particularly stress the qualitative aspects of growth and the sustainable nature of economic, social and ecological development.
That is why the Ministry of the Middle Classes has worked out a new outline law in favour of the sector of the middle classes with the purpose of thoroughly reorganising the State aid scheme for enterprises of the middle class sector. Hence an entirely new law will replace the law of 29 July 1968 with the purpose of structurally improving businesses and the craft industry sector. In fact, if the law of 1968 has without doubt stood the test of time during the last three decades of application, it is obvious that it is no longer adapted to the structure or to the current needs in the SME sector and that it also shows a big difference in relation to the development of the European regulation concerning State aid and business policy.
The reform was realised by adoption of the law of June 30th 2004 which has entered into effect on August 6th 2005 and whose various aid schemes can be consulted here.
